It employed the mixed method Research Approach using both semi-structured interviews and questionnaires to collect data with study population being actors in the upstream oil and gas industry in Ghana. The mixed method was used with questionnaire and interview used to collect data. The purposive sampling was applied. to select 25 employees and 5 experts in the oil and gas industry. The study revealed that the local content policy was being implemented and monitored for effective compliance to be achieved. However, it is more effective with non- technical activities as compared to technical activities. The reason being that unlike other business sectors, the upstream technical environment needs a suite of qualification to fit in owing to its risky environment. Again it was revealed that most Ghanaians do not have the appetite to work in the technical environment. It was recommended that there should be more strategic alliances among local firms to enhance their capacity for contract award and execution. Also, compliance to the local content fund should be intensified while local institutions and universities should be given the necessary accreditations to train and provide the needed certifications required to work in the upstream industry. As Telecoms faces new imperative to deliver some value to every amount that is invested into telecom operations and setup, most companies are looking for Managed Service providers that can help managed technological business risk, managed any uncertainty, enhance agility and even control cost while at the same time maintaining their core business objectives. (Hewlett-Packard Company, 2002). This study is to explore the level of influence that using Managed Services has on the operations of the Telecom Companies. The study focuses on Airtel Ghana as a case study, and uses cooperation of vendors (MSPs), their adherence to SLAs and cost savings as a means to measure the influence of managed services on the business operations of Mobile Telecommunication Companies in Ghana. Interview was used as the main tool to gather the required information from Airtel and staffs of their four Managed Services Partners (Mahindracomviva, IBM, CSG and Ericsson. The outcome of the data analysis reveal that from the perspective of Airtel respondents and their partners alike, the level of cooperation between MSPs in working together towards service delivery is generally good. However, the MSPs level of adherence to Service Level Agreements (SLAs) is low according to Airtel respondents although the MSPs claimed their adherence to SLA was high. Lastly, according to Airtel respondent there is really no cost savings in the operations from the use of Managed Services contrary to the general assertion that Managed Services reduce cost according to (Alexander and Young, 1996; Sheehan, 1993). The results however emphasized some benefits as sound technical support and expertise, better human resource management and opportunity to focus on core business. From the literature, it was established that responsible leaders are likely to balance the work and life roles of their employees and this gives employees an opportunity to develop their potentials toward organizational success. Based on this, six hypotheses were formulated, and a conceptual model constructed. Data was collected from a sample of 402 working mothers in selected public sector organizations in Ghana. The Structural Equation Model (SEM) was used to analyze the data. Results indicate that responsible leadership influences job satisfaction both directly and indirectly. However, with respect to family satisfaction, responsible leadership affects it only through the mediation of work-life balance. The study underscores the importance of work-life balance in promoting both job and family satisfaction. Literature agrees that individuals who derive satisfaction both in their family and job domains are more likely to develop their potentials to achieve their own developmental needs. The paper therefore establishes the importance for leaders to incorporate appropriate work-life balance policies into their responsible leadership framework, develop and implement appropriate programs to equip the leaders to be effective.
